for increase of salaries owing to increased cost of living and to the loss of income due to high rate of exchange. I regret that I have not had time to make recomendations to you on these in time for inclusion, if approved, in these estimates, but I shall shortly be in a position to send my proposals to you. In the meantime I may remark that they involve an increase in expenditure in 1913 of about $90,000. I trust that this fact will not delay the consideration of these Estimates or involve any material altera- -tion in them. I shall be glad to have your decision on the Estimates by telegraph.
